Chapter Constitutional Bylaws

University of Maryland Student Chapter of International Microelectronics and Packaging Society

Preamble

We, the members of "University of Maryland Student Chapter of International Microelectronics and Packaging Society" do hereby establish this constitution in order that our purpose be realized to its fullest extent.

Article I - Name

The name of the organization will be "University of Maryland Student Chapter of International Microelectronics and Packaging Society", henceforth referred to as the "University of Maryland Student Chapter of IMAPS".

Article II - Purpose

The University of Maryland Student Chapter of IMAPS is established for the purpose of advancing and disseminating knowledge of microelectronics packaging technology and all disciplines relating thereto within the University community, and to promote professional and social interaction among student members and the local technical community.

Article III - Membership

  1. Active membership of this chapter is limited to all student members who attend University of Maryland in either an undergraduate or graduate student capacity.
  2. The student must be actively involved in the implementation or study of microelectronics packaging technology and its related disciplines, or interested to the extent that the student has either taken course work related to microelectronics, or plans to pursue a career or advanced degree in the field of microelectronics packaging.
  3. Payment in full of the national society student membership fee on an annual basis.
  4. The Executive council, as defined in Article V, shall have the right to refuse membership to any student who does not meet the requirements for membership
  5. The Executive Council shall hear any motion requesting the resignation of any member. The member in question has a right to attend the Executive Council hearing and defend himself/herself. No member shall be compelled to resign unless there is conclusive evidence that he/she has violated the Constitution of IMAPS.
  6. The University of Maryland Student Chapter of IMAPS openly admits students to its membership, and does not discriminate on the basis of race, color, creed, sex or secular orientation.

 

Article IV - Officers

Faculty Advisor

  1. A Faculty member who is a regular member of IMAPS in good standing shall be chosen by vote of the general membership to act as a Faculty Advisor to the chapter.
  2. All communications with IMAPS headquarters and national or regional officers shall be approved by the Faculty Advisor.

Chapter Executive Council

  1. The governing body of this chapter shall be known as the Executive Council and shall be composed of the following: President, Vice-President, Secretary, Treasurer.
  2. Each officer shall have one vote only
  3. The Executive Council, acting for the chapter, shall have a hold on all chapter funds and property, shall be responsible for the chapter budget, shall administer all chapter affairs, and shall maintain surveillance over all chapter activities.
  4. If considered appropriate, a council may invite guests to attend Executive Council meetings. Such guests however, shall have no vote and shall participate only as requested by the council. It shall be the prerogative of the Executive Council to determine the duration of guest visits.
  5. Notice of a meeting of the Executive Council shall be given by the president or by the secretary at the directive of the president. Advance notice of an Executive Council meeting will not be required except at the insistence of one or more council members. When requested, and advance notice of two days shall be given. Two or more council members may call a council meeting by submitting a written request to the president indicating the desired time, location, and the date of the meeting. Three members shall constitute a quorum of the Executive Council.

Duties of Officers

  1. It is the primary duty of the Chapter Officers to administer the affairs of the chapter and promote the goals and objectives of IMAPS during their terms in office. Chapter officers are also responsible for encouraging members to participate actively in the chapters various activities and promote its aims within the academic community. Constructive criticism, suggestions and comments from membership and the technical community should also be encouraged and carefully considered. It is each officer's personal responsibility to promote harmony among the members and provide the technical and social climate to achieve the various goals of the society.
  2. President
  3. 2.1 The president is the principle officer of the chapter and as such, shall preside over all the regular and special Executive Council meetings.

    2.2 The President is an ex-officio member of all the chapter committees or like groups and may attend their meetings as he/she chooses.

    2.3 The President shall represent the chapter at all technical and social functions as appropriate.

    2.4 The President shall present an annual report on the status of the Chapter to the membership at the first general meeting following the end of each calendar year. This report should include a summary of accomplishments of the chapter during the past year and a discussion of the plans for the coming year.

  4. Vice President

3.1 The vice president shall assume the duties and responsibilities of the office of president in his/her absence.

3.2 The Vice-President shall execute all special projects as may be assigned by the President

3.3 The Vice-President shall serve as program chair for all regular chapter meetings

3.4 The Vice-President shall act as Chapter Membership Chair

4. Secretary

4.1 The Secretary shall take minutes of all regular and special Executive Council Meetings

4.2 In concert with the President, the Secretary is responsible for the preparation and filing of all general correspondence for the chapter (See Article VIII).

4.3 The Secretary shall maintain the Chapter's membership list

4.4 The Secretary shall maintain the general records and the history of the Chapter

5. Treasurer

5.1 The Treasurer shall be responsible for the monies held by the Chapter and shall maintain all records, bank passbooks, and related documents in accordance with accounting techniques required by IMAPS Headquarters and the University.

5.2 The Treasurer shall make a current financial report at every regular Executive Council meeting and at such other times as may be directed by the President.

5.3 The Treasurer shall submit an annual financial report at the close of each calendar year and prepare a budget estimate for the new year as required by IMAPS Headquarters. He/she shall make these documents available to concerned University Offices, if required.

5.4 The Treasurer shall maintain a record of all properties owned by the Chapter. The record shall include a completed item description, item origination, or place of purchase, purchase price paid, and physical condition (if appropriate).

Article V - Operations

  1. Nominees for chapter officers will be selected as a meeting of the general chapter membership immediately prior to holding the election.
  2. Elections shall be held in the third week of the fall school term. Elections of officers will be simple majority vote, with one half of the regular chapter membership constituting a quorum.
  3. The term of all the electee officers will be one year. No officer may succeed himself or herself more than one time for the same office. A motion for re-election of an office(s) may be made at any regular meeting by at least (5) members.
  4. All candidates for office shall be members in good standing in the society, or prospective members intending to join the University of Maryland Student Chapter of IMAPS. Such persons, if elected to office must complete the requirements for membership prior the next general meeting, or relinquish their position.
  5. A vacancy in the office of the president shall be filled by the Vice-President, who shall serve out the remainder of the President's term. A vacancy in the office of the Vice-President, Secretary, or Treasurer, shall be filled by Presidential appointment, with the advice and consent of the Executive Council.

Article VI - Finances

University of Maryland Student Chapter of IMAPS will finance the activities it engages in by the following means:

  1. The Chapter will request funds from SGA at the University of Maryland.
  2. The Chapter will submit a budget to the National Headquarters of International Microelectronics and Packaging Society (IMAPS) on an annual basis and request funding appropriate to the effective operation of the organization for each year.

 

Article VII - Amendments

The constitution is binding to all members of the University of Maryland Student Chapter of IMAPS. However, the constitution is not binding unto itself.

  1. Amendments to the constitution may be proposed in writing by any voting member of University of Maryland Student Chapter of IMAPS at any meeting at which two thirds (2/3) of the voting members are present.
  2. These amendments will be placed on the agenda for the next regular meeting of the executive council or other officer grouping.
  3. Proposed amendments will become effective following approval of two thirds (2/3) majority vote of the active members.

Article VIII - Registration Renewal

University of Maryland Student Chapter of IMAPS will apply to the Office of Campus Activities for registration on the annual basis within one month after the new officer election.
