General Motors Component Specification Documentation Released
General Motors has issued a report titled "Component Technical Specification
for the Midsize Car Division Body Control Module (BCM)" (Specification
Number-10288874). Key excerpts from the report are given below.
The key emphasis of the assessment is for the supplier to perform analysis
which leads to- an understanding of the quality. reliability, durability
and performance impact of design and process selections, rather than on
the calculation of an assessment value. These analyses shall then be used
as an aid in making optimum, balanced design and process decisions. If
the estimate is less than the requirement, action plans to correct the
deficit shall be developed and implemented.

GM concurs and will comply with the findings and policy revisions of Feb.
15, 1996 by the Assistant Secretary of the US Army for Research,
Development and Acquisition, which states in part, "...In particular, MIL
HBK 217, Reliability Prediction of Electronic Equipment , is not to appear
in an RFP as it has been shown to be unreliable and its use can lead to
erroneous and misleading predictions request..." Therefore: MIL HDBK 217
or a reliability database assessment method such as SAE PREL, etc., WILL
NOT BE USED.
